Yes, it does. Rain Rate is defined as the rainfall in the last 10 minutes, multiplied by 6 (10 minutes x 6 = 1 hour). This is also referred to as instantaneous rain per hour.

Just be sure that it can 'see' wind coming from all directions and that it doesn't read air temperatures from hot surfaces (concrete, roofs, etc.) If you can mount it to a free-standing mast that would be ideal.

the wind speed is averaged over 16 seconds and the wind gust is sampled every second.

It depends on the part but if the rain gauge fails, the entire sensor array needs replacing. The sensor array is relatively less expensive.

No, it doesn't require it. I would recommend though using lithion-ion batteries. They won't leak or burst like a NiMH or similar battery. And the lithiom ion batteries usually last quite a long time.

Obviously any brand weather station sensor should be mounted out in the open at least 6ft off the ground. Example Balcony facing East would have winds from the West Blocked by the building!
